AdminServ's purpose is to handle the listing and maintenance of services opers, as well as possibly handling /os oper.

/OS Oper is a system by which one can have global opers (IRCOps who have no home server but can login to any server, identify to their nick, and then oper up). This feature is not implemented yet

This version is to be a mix of Anope and Auspice. Specifically there will be 2 (possibly 4?) ranks. (HelpOp), Services Op, (Services Admin,) and Services Root.

* HelpOp should grant umode +h
** Can perform a couple basic readonly NickServ & ChanServ commands
*** NickServ list
*** NickServ alist
*** NickServ glist
*** ChanServ list
*** ChanServ Levels List
*** ChanServ Info
** unrestricted NickServ/ChanServ SendPass

* Services Operator
** is the basic access for an IRCOp.
** Fully definable according to various oper flags.

* Services Administrator
** an additional level for those who you don't want to have full access, but do wish to have more access than just the standard ServicesOps.
** Fully definable according to various oper flags, includes all accesses accorded ServicesOp.

* Services Root
** basically full access
** Has equivalent foundership of all channels

** 'superadmin' command (implementation optional) to gain access to full access.

Current design doesn't have any particular grant of flags for Services Operator or Services Admin.
The flags however, are as follows.

* Help
** Various read only ops.
*** CS INFO for restricted INFO
*** Levels List
*** Access List

* FJoin
** Like /SAJOIN and /SAPART

* SuperOp
** grants AOp access in all channels through the use of botserv !op or /cs op
** should not grant aop upon merely joining.

* Hold
** ChanServ/NickServ hold from expiration

* Freeze
** NickServ or ChanServ
** Disallow identifying to channel/nick
** Disallow normal Access List access.

* Q:Line
** add entries to OperServ Q:Line

* BotServ
** Create Bots
** Assign Bots

* ServOp

** ChanServ
*** Drop
*** Close
**** Closed channels are restricted to opers and services bots only
***** ChanBot assigned does not change, but may be changed by an oper
**** Does not expire.
**** Is a destructive action. Channel is [effectively] dropped and re-registered with oper as founder.
*** GetPass and SetPass
