- Unauthorized users who enter a private channel during a netsplit do not get kicked after the split heals.
- Bots do not always rejoin channels after a netsplit.
- seems to be correlated to the size of the channel on one side or other of the netsplit
- SrSv::User::Notice is missing, which SrSv::User wants to use.
- only effect is that some errors with 'permission denied' don't get passed back to the user.
