Another bugfix release.
0.3.7.3 was never officially released, but was deployed on one network.
The two bugs below would probably never be a problem on that network.
* Default disable NOQUIT support
** It's broken in NickServ
* fix broken successor deletion
** probably saturn's bug, missed the conversion implications for nickreg.id
* add some more ->finish() to various places in re successor/founder setting
** Really minor, only done b/c it silences some warnings at shutdown
* Less hardcoding of Services' Agent names
** Eventually they should be configurable from the config-file
* Don't allow UNLINK LINK or DROPGROUP on F_FREEZE nicks.
** Security problem.
*** FREEZE is often used in cases of stolen nicks
