Another release of mostly bugfixes.
* Add delroot.pl
** Corollary of addroot.pl
** In theory ppl should never need this, but...
* NS INFO - skip to next nick if a nick isn't registered
* OS SVSKILL - Root level command
** An interface to the SVSKILL cmd so that ppl won't use RAW for this.
** RAW is dangerous b/c it causes a desynch, where services doesn't know that the user was KILLed
* add 3 more ccTLD/gTLD codes
* update the email checking regexp, to eliminate more fake email types.
* add spamtrap@* to the disallowed list of email addrs for obvious reasons.
