Few user-visible features/changes. Mostly under-the-hood work.
* OS SVSKILL
** Not a very nice command, so it's restricted to ROOT.
** Only reason tho is that I wanted to eliminate the usage of RAW for this, as RAW causes desync.
* Restrict VACATION so it can't be used too often.
** minimum 30 days btwn invocations
* update the host!ident@host constant to 106, like it should have been.
* /usr/bin/mail -> /usr/sbin/sendmail
* emailreg verification.
** verification codes for email addrs to reduce spam-nick registrations and require _real_ email addresses
* log command bloopers from ChanServ as well as NickServ
* minor help/doc fixes
* new base64 code, to support the PROTOCTLs SJB64 and NS
* fixup NS ACC output to be easier to parse, one line only.
