Minor feature changes is the focus of this release, plus of course bugfixes
- If kick-target is not in channel, and is a kickban, then punt to CS BAN
- Various changes to db-dumper, to be more generic and more organized.
- fail better in country-update scripts, if the country table doesn't exist yet.
- fix a problem with not receiving umode +r on NS IDENTIFY. Didn't occur for all cases.
- Correct CHANNELLEN in net.pm
- bring GLOBOPS and other snotices into SecurityBot, to be put into the diag channel.
- Update doc for CS CLEAR, to document CLEAR BANS
- fixup CS BAN to do nothing, if there's nothing to do.
- New non-columnar format for NS SILENCE LIST
- Fixup svshold() & svsunhold() in net.pm
- Use Services Holds (special case TKL Q) instead of enforcer-agents. Should reduce some of the kill-loops, and reduce the fake user count.
