- Try to prevent kill-loops on initial sync and/or on net.unsplit
- Stop creating multiple umode_ntf by using an id=1, not id=0
- Fix a bug in splitting/remerging umodes
- Make nicks that have not been validated actually expire.
- Modify ns_register to actually pay attn to the config for how long until unvalidated nicks expire.
- add a 'time ago' field to NS GLIST
