- New AKick system for nick-based AKicks. Moved into the channel-access list
- Deprecation/removal of CS SET #chan GREET <on/off>. Replaced by CS LEVELS #chan SET GREET <rank>
- Allow LEVELS to be entirely disabled. You can now disable anything except JOIN and LEVELS. Just use CS LEVELS #chan SET DISABLED
- Fix so that channel closures always get the founder (in chanacc) set to the closing oper
