Another release of mostly bugfixes.

- NS INFO - skip to next nick if a nick isn't registered

- An interface to the SVSKILL cmd so that ppl won't use RAW for this.
- RAW is dangerous b/c it causes a desynch, where services doesn't know that the user was KILLed
- add 3 more ccTLD/gTLD codes
- update the email checking regexp, to eliminate more fake email types.
- add spamtrap@* to the disallowed list of email addrs for obvious reasons.
- fix case sensitive cmds in NS AUTH
- update_lastseen in nick_delete (QUIT handler)
- remove our enforcer if SVSNICK to an enforced nick.
- Fix for nick collisions in services, net::kick and net::setmode
- During synch, an agent attempts to kick a user from a channel, but the agent hasn't actually connected yet.
